How does local government work in Worcestershire now?

This covers the whole county and provides large, strategic services like:


  • Adult social care, such as support for people with disabilities, or care for the elderly 
  • Education and children’s services, such as looked after children, those with special educational needs or disabilities (SEND), fostering and adoption
  • Highways including potholes, footpaths, drainage, public rights of way and street lighting
  • Supporting businesses and economic growth
  • Public health - advice and support to keep healthy
  • Bus subsidies
  • Libraries
  • Waste disposal


The county council has its own elected group of councillors who represent the views of people living in different parts of the county.

In Worcestershire, there are six district, city or borough councils:


  • Bromsgrove District Council
  • Malvern Hills District Council
  • Redditch Borough Council
  • Worcester City Council
  • Wychavon District Council
  • Wyre Forest District Council


These provide localised services across district areas like:


  • Waste and recycling collections
  • Street cleaning and tackling fly-tipping
  • Deciding planning applications and where new developments will be built
  • Providing access to social housing
  • Providing parks, leisure centres and cultural facilities
  • Supporting businesses and economic growth
  • Handling benefits and Council Tax payments
  • Monitoring air quality, environmental health and licensing


All six councils have their own elected group of councillors who represent the views of people living in their area.

Town and parish councils

In most parts of the county there are also town and parish councils that make up a third layer of local government.


These provide very local services at village or parish level such as community halls, cemeteries, grass cutting or allotments. 


Town and parish councils aren’t directly affected by the proposed reorganisation of local government, but they may be required to take on a greater role in the future in delivering services and representing communities.
